Description of problem:
Add sync recommendations button on main insights recommendation page instead of hiding it in dropdown(three dot icon) button.

Version-Release number of selected component (if applicable):
- Satellite 6.10.0 snap 11
- tfm-rubygem-foreman_rh_cloud-4.0.25.1-1.el7sat.noarch

How reproducible:
- Always

Steps to Reproduce:
1. Install satellite 6.10.0 snap 12
2. Have satellite content hosts with insights recommendations.
3. Go to Configure > Insights page.

Actual results:
- To access "Sync Recommendations" button user needs to click on a dropdown(three dots icon) button.

Expected results:
- "Sync Recommendations" is present on main page as it was in previous plugin versions.

Few more suggestions:
- "Sync automatically" button/switch: the box which appears around the switch 
is cropped, it doesn't show top portion of it.
- The main insights recommendation table's content seems small and it's hard to read the text. The previous versions UI seemed better than this one.
