Description of problem:

Shellhooks plugin for Capsule cannot be installed via satellite-installer due to tfm-rubygem-smart_proxy_shellhooks package being missing.

How reproducible:

Try to install Shellhooks plugin for Capsule via satellite-installer

Steps to Reproduce:
1. satellite-install --enable-foreman-proxy-plugin-shellhooks
2.
3.

Actual results:

Error: Nothing to do.

Expected results:

The plugin is installed.

Changing to POST as the RPM package is available in upstream.

Verified on Satellite 6.10.0 snap 14

The capsule can now install the shellhooks plugin without any problems.
