Description of problem:
After added a BYOH Windows node, if run `oc delete nodes xxx`, WMCO configmap controller won't reconcile. Restart wmco operator, it will start reconciling and config BYOH Winows instance as a worker again.

How reproducible:
Always

Steps to Reproduce:
1, Install operator on IPI cluster
2, Create BYOH Windows instance with machineset by deleting label "spec.template.metadata.labels.machine.openshift.io/os-id: Windows"
3, After Windows instance fully configured as a node, run command `oc delete nodes xxx`

Actual results:
WMCO won't reconcile until restart operator

Expected results:
WMCO should reconcile against Node object delete

Changing the state to VERIFIED to get the release-4.8 PR(https://github.com/openshift/windows-machine-config-operator/pull/617) merged, will change back to ON_QA.
