Description of problem:
- Multiple CO are in degraded state after a fresh UPI install of OCP 4.8.2. 
- Looks similar to BZ #1935539

Steps to Reproduce:
1. Fresh install of OCP 4.8.2 on VMware ESXi [UPI]


Actual results:
- Multiple CO in degraded state since openshift-apiserver is down. 
- Logs prompt: 'APIServicesAvailable: "apps.openshift.io.v1" is not ready: 503 (the server is currently unable to handle the request)
- Cluster version has this error: Unable to apply 4.8.2: an unknown error has occurred: MultipleErrors 


Expected results:
- Successful installation
