Description of problem:
In bug 1827030 changes were made to the gnome-settings-daemon spec file to disable the subman plugin when built on CentOS.  Later, the subman plugin patches were removed entirely.  Then, they were added back, but the subman conditionals were only partially brought back.  This results in CentOS having to modify the spec file [0] before building to make the conditionals work correctly.  Please add the CentOS modifications to the RHEL spec file so that it can be built directly without modification.

With the addition of Patch50017 and Patch60001, an upper limit must now be set on %autopatch.  I've updated the CentOS modification to do this, and attached a patch file for the same that can be applied to the RHEL spec file.
