Description of problem:

openstack port list is terribly slow (it takes more than 1 minute) when we have a large number of ports (~3500) and the trunk service_plugins is enabled

We notice that there are thousands of SQL queries sent to the database that looks like this.

How reproducible:
Reproducible using latest registry.redhat.io/rhosp-rhel8/openstack-neutron-server-ovn:16.1.6 images
