Description of problem:
RPM1008: Checksum type "sha256" is not available for all units in the repository

Version-Release number of selected component (if applicable):
satellite-6.10.0-0.6.beta.el7sat.noarch

How reproducible:
100%

Steps to Reproduce:
1. Satellite 6.9 and Capsule 6.9 sync with RHEL6 ELS 
2. Upgrade Satellite to 6.10
3. Sync capsule 6.9 from Satellite 6.10

Actual results:
RPM1008: Checksum type "sha256" is not available for all units in the repository. looks like a dupe of 1958415 but that should already be in your build... anyways moving to pulp component

Test FAILED:

1) Repo metadata regenerated on Satellite 6.10
2) Upgrade Capsule to 6.9.5
3) Run new optimized sync

Ends up with:
