Description of problem:
Cannot unlock Windows VM by sending Ctrl+Alt+Del key and login into the VM

How reproducible:
100%


Steps to Reproduce:
1. Have a Windows VM
2. Go to the VM's console -> Send Key -> Ctrl+Alt+Del


Actual results:
Nothing happens


Expected results:
The VM is unlocked and the login page is displayed


Additional info:
Tested with Windows2019 VM

It may has the same root cause with https://bugzilla.redhat.com/show_bug.cgi?id=1964789.

The behavior is the same as shown in the attachments of this Bug 1964789 - Send keys and disconnect does not work for VNC console

Closing as duplicate.
