Description of problem:
Repo sync tasks on fips-enabled Satellite hang indefinitely. Journalctl shows:

pulpcore-worker-3[943]: ValueError: _blake2 is not available in FIPS mode

Satellite 6.10 sn 13

How reproducible:
always

Steps to Reproduce:
1. setup Satellte 6.10 in fips mode
2. create a repository (any kind)
3. attempt to sync

Actual results:
Task hangs

Expected results:
Successful sync
