Description of problem:

The following error is consistently logged in /var/log/containers/neutron/server.log

Restarting the neutron_api containers brings back the network agents but the are unresponsive once a instance or network port/policy action happens.

Creating an instance via Horizon or CLI seems to trigger this issue. Also neutron related actions such as security group and security group rule creations are impaired.
