Description of problem:

The built-in help in anaconda was disabled in the bug 1949073. We need to implement an id-based support for the built-in help in spokes and hubs and enable the help again.

Checked that anaconda-34.25.0.25-1.el9 is in nightly compose RHEL-9.0.0-20220127.4
There's no documentation needed for this bug - not checking
