Description of problem:
When trying to upgrade a cluster from oVirt 4.4.7 to 4.4.8, the cluster upgrade fails with:

1. Install oVirt 4.4.7 with some hosts
2. Upgrade engine to 4.4.8
3. Try to upgrade the cluster

Actual results:
It fails with the message above.
