Upstream states that development on anything other than extensions has become inactive. There are several dependencies on versions of python modules which are obsoleted in Fedora. I have orphaned this package.

You can pick it up at https://src.fedoraproject.org/rpms/python-opencensus by clicking button "Take". If nobody picks it up, it will be retired and removed from a distribution.
