Description of problem:

Gherkin for observe tab in workload sidebar is not aligned with latest UI

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1.Check gherkin for Observe tab in Workload sidebar

Actual results:
It says "View monitoring dashboard link" instead of "View dashboard link"

Expected results:
It should be "View dashboard link"

Additional info:
Gherkin pr was merged before the feature was implemented
