In 4.8 this problem was not occurring so why did we create this BZ?

That's correct, the issue exists in only 4.7 but the fix which is implemented for this is generic for all the releases.
The original PR is actually for master branch, so in order to keep the releases in sync we decided to backport it to 4.8 also.
