Description of problem:

Occasionally, background polling will cause state to be reset when the state migration modal is open.

Background polling is causing some selection state to be reset. 

Expected results:
Polling should not occur when the state migration modal is open.

Hi Xin - When you open the state migration modal and make a selection, make sure the selection stays and is not reset to default selection while the modal is open.
