Description of problem:
I know developers worked on BZ's where all documentation links should open in new tab. 
I found one missing. Puppet classes and environment importer.

Version-Release number of selected component (if applicable):
Sat 6.10 snap 14

How reproducible:
Always

Steps to Reproduce:
1. Configure -> Environment -> Help -> 
2. Link opens documentation in the same tab - link: 'Puppet classes and environment importer.'

Actual results:
Opens in the same tab.

Expected results:
Opens in the new tab.

Additional info:
This is regression. It doesn't occur with 6.9.5 snap 3.

It is fixed in 6.10, but for 7.0 we need to bump foreman_puppet gem to get additional fix in.
