Description of problem:
All dynamic plugin route chunks are loading immediately when the application loads regardless of whether the route is currently being accessed or not. The root cause is the use of `useResolvedExtensions`

How reproducible:


Steps to Reproduce:
1. load console
2. Use web inspector to observe chunks related to knative, helm, pipelines, etc on load.

Actual results:
chunks related to knative, helm, pipelines are fetched on load of any page


Expected results:
Certain chunks should only be fetched on pages that use them. For example the search page shouldn't load helm. But the helm release page should.
