Description of problem:
The octavia-amphora-image contains a qcow2 and associated files with checksums of this qcow2 image, but the checksum of this qcow2 file doesn't match the checksum provided by the RPM:

Steps to Reproduce:
1. extract the octavia-amphora-image RPM
2. cat ./usr/share/openstack-octavia-amphora-images/octavia-amphora-16.2-20210820.2.x86_64-CHECKSUM.md5
2a5964a237e7eae42bb88ba5be038604  octavia-amphora-16.2-20210820.2.x86_64.qcow2
3. md5sum  ./usr/share/openstack-octavia-amphora-images/octavia-amphora-16.2-20210820.2.x86_64.qcow2

The timestamps of the files indicate that the qcow2 may have been updated _after_ generating the checksum
