Description of problem:
4.9 operator bundle manifest does not have  ptp operator config spec details for configuring ptp event framework

How reproducible:
Deploy  PTP operator and try to enable PTP  Event publisher via ptp operator config
 ptpEventConfig:
    enableEventPublisher: true
    transportHost: "amqp://amq-interconnect.amqp-interconnect.svc.cluster.local"


Actual results:
 Sidecar is not deployed and the spec is not updated  by the operator


Expected results:
 Event sidecar should be deployed along with Linux ptp daemon

Deploying with image: https://brewweb.engineering.redhat.com/brew/buildinfo?buildID=1713190
I was able to enable "ptpEventConfig" and it's present in the ptp-operator-config crd.
