Some of JAXB packages failed to build on RHEL 9 and Fedora 35:
- jaxb (https://bugzilla.redhat.com/show_bug.cgi?id=1981002)
- jaxb-fi (https://bugzilla.redhat.com/show_bug.cgi?id=1981019)
- jaxb-istack-commons (https://bugzilla.redhat.com/show_bug.cgi?id=1981015)
- jaxb-stax-ex (https://bugzilla.redhat.com/show_bug.cgi?id=1980980)

I've asked the Ant and JUnit maintainer to take a look,
but if this cannot be fixed soon the alternative is to
drop JAXB dependency from PKI.

Most of JAXB dependency in PKI has been removed upstream,
but there seems to be more JAXB dependencies in other
packages including:
- jboss-jaxrs-2.0-api
- jackson-jaxrs-providers
- resteasy

If JAXB dependency can be completely removed from those
packages, the following packages can be dropped from RHEL 9:
- jackson-modules-base
- jaxb
- jaxb-api
- jaxb-dtd-parser
- jaxb-fi
- jaxb-istack-commons
- jaxb-stax-ex
- xmlstreambuffer
