Used a simplified version of containers-prepare-parameter.yaml from comment 1 and successfully pulled version: 16-1-7.1627296599. Used that version because version 16-1-7 is no longer available in the registry.

sudo openstack tripleo container image prepare -e containers-prepare-parameter.yaml

openstack tripleo container image list | grep pure         |
