How reproducible:
always

Steps to Reproduce:
1. From the menu bar, select File -> New -> Html Document.
2. From the menu bar, select Insert -> Hyperlink. (The Hyperlink insert dialog
is launched and default item is 'Internet'.)
3. Click 'Target in Document' button in the right hand of dialog
  
Actual results:
Target in Document dialog is launched, but there is no any items in it

Expected results:


Additional info:
If you click 'Document' in the left hand menu bar, then click 'Target in
Document' button, there are many items in pop-up dialog

What happens here is that it attempts to open the document in the listed Target
and find content in the document that can be linked to. So e.g. paste this in
the Target "http://people.redhat.com/caolanm/anchor.odt" and then use the
"target in document" button and it will show some possibilities, and in this
case "Headings" is expandable.
