Description of problem:

dnf update podman to version 3.3 will remove the default network config(/etc/cni/net.d/87-podman-bridge.conflist). This breaks users who edited this file manually.

How reproducible:
Always
Update to 3.3 from a previous version.

Actual results:
/etc/cni/net.d/87-podman-bridge.conflist is removed.

Expected results:
/etc/cni/net.d/87-podman-bridge.conflist should stay
