Describe the issue:
Step to enable set-all-straw-buckets-to-straw is missing from manual upgrade procedure. Command : " ceph osd crush set-all-straw-buckets-to-straw "

This is being performed as part of ansible upgrade playbook : https://github.com/ceph/ceph-ansible/blob/f2bd8ae70f0ae5d0c7c7a36bd6ecdad6383feed9/infrastructure-playbooks/rolling_update.yml#L1141

But missing the following sections in doc:
