Description of problem:
When we try to run a "state" migration and we uncheck all PVCs (so that no PVC should be actually migrated) the UI should disable the "Migrate" button.

How reproducible:
Always

Steps to Reproduce:
1. Deploy an application with a PVC in the source cluster

2. Create a migration plan for this application

3. Click on the kebab menu and on "State" migration.

4. In the PVCs screen uncheck all PVCs. Do not click on "select all" to uncheck them, uncheck them one by one.

Actual results:
The "selected" counter in the PVC screen is not decremented.

The "Migrate" button can be clicked, the migration plan will be reconfigured to skip all PVCs and a migration will be executed. This migration will report a warning saying that we cannot execute migrations without any PVC selected.


Expected results:
When all PVCs are unchecked, the UI should disable the "Migrate" button.
