Description of problem:
Reduce the browser screen size and observe page shows issues with the padding/space between elements

Steps to Reproduce:
1. Go to observe page in the navigation menu
2. Reduce the size of the browser screen

Actual results:


Expected results:
Padding should be proper when the screen size is adjusted

Verified it on 4.9.0-0.nightly-2021-09-07-201519. And it works as expected.
