Empty expandable section when no image scheduled for mirroring

Description of problem:
The expandable section is empty when mirroring is enabled on the ceph block pool but no images are scheduled for mirroring.

4.9

How reproducible:
always

Steps to Reproduce:
1. Enable mirroring on any ceph block pool. But don't schedule any image mirroring.
2. In navigation menu click Storage -> ODF Data Foundation -> Storage Systems 
3. Click the expandable section in the mirroring card and it will show an empty list.

Actual results:
When no images are scheduled for mirroring we are displaying empty image state info.

Expected results:
Hide image state info when no images are scheduled for mirroring.
