Description of problem:
If user sets "Chinese Simplified" as language and then visit any Katello bastion page. The page is still showing English. However, if user sets Japanese or Korean as language then the Katello bastion page is translated properly.

Checking the browser network, I can see the following Japanese/Korean javascript file is requested. However, I can't see the similar request when setting to any locale with extension, such as zh-CN, zh-TW, en-GB etc.

I think this is the reason that the translation is not working but I am not sure why the locale file is not requested.


Steps to Reproduce:
1. Web UI -> Administer -> User -> Select a user -> set the language to "简体中文" -> Submit the change
2. Login as the user and go to Hosts -> Content Hosts -> Click into a host

Actual results:
Page is not translated


Expected results:
Page is translated

Upon review of our valid but aging backlog the Satellite Team has concluded that this Bugzilla does not meet the criteria for a resolution in the near term, and are planning to close in a month.
