Description of problem:

Publication is not complete (no error but almost no metadata published)

So far only reproduced by syncing from 
http://amazonlinux.us-east-1.amazonaws.com/2/extras/java-openjdk11/latest/x86_64/mirror.list

Steps to test

1. Create custom repo using http://amazonlinux.us-east-1.amazonaws.com/2/extras/java-openjdk11/latest/x86_64/mirror.list
2. Sync repo
3. Check "published at" link in repo details page

Expected:
2. Syncing should finish successfully.
3. Published meta data should be accessible and seen.

Actual:
2. Syncing finished successfully.
3. Published meta data is accessible and seen.

Verified on 6.10_22
