Description of problem:

Unable to restart from the login window; I have to login to restart (from the same menu and item).

gnome-control-center-41~beta-3.fc35.x86_64

1. logout or reboot
2. at the login interface, choose to restart
3.

Actual results:

nothing happens

system should restart

Proposed as a Blocker for 35-beta by Fedora user chrismurphy using the blocker tracking app because:

 Shutting down, rebooting, logging in and logging out must work using standard console commands and the mechanisms offered (if any) by all release-blocking desktops.
