+++ This bug was initially created as a clone of Bug #1989514 +++

When the user / application provides a pre-created appliance through
the recently introduced libguestfs-noappliance mechanism, it would be
nice if there was a way to drop a configuration file somewhere at the
same time which would result in libguestfs automatically using that
appliance instead of attempting to build one dynamically unless
LIBGUESTFS_PATH is specified as part of the environment.

Also, is there a way to set the equivalent of LIBGUESTFS_PATH through
a configuration file instead of the environment? That would allow the
RPM package containing a fixed appliance to also configure libguestfs
so that it uses it at the same time.

This is a good idea.

Moving this upstream as we're not likely to implement this in RHEL 9.0.

Reopening because Virtualization Tools has not been discontinued.
