Description of problem:

The Ctrl+Alt+Del signal is not sent to the VM using the Openshift Console. Unable to unlock a Windows VM using Openshift console. 

Version-Release number of selected component (if applicable):
Openshift 4.8.4
CNV: 4.8.1

How reproducible:

Steps to Reproduce:
1. Create a Windows virtual machine
2. Try to unlock the welcome screen using the button Send Key, Ctrl+Alt+Del 
3. Welcome screen does not prompt for user and password

Actual results:
Ctrl+Alt+Del  are not sent. Windows welcome screen does not ask for a password.

Expected results:
Ctrl+Alt+Del  sent and Windows ask for user and password for login. 

Additional info:
Does not work since 4.8 .. was working fine before. 
works fine using virtctl command and remote viewer.

This bug appears to be related to the OpenShift Virt Console/WebUI.
Please, feel free to assign it back to Virtualization Component if this is not the case.

Same issue on OCP 4.8.10 (fast channel)
