That is actually on purpose. We only write the grubenv file in /boot/grub2/grubenv. Our grub2 config in the ESP (/boot/efi/EFI/redhat) is a stub config file that redirects to the canonical grub2 config in /boot/grub2. See also https://fedoraproject.org/wiki/Changes/UnifyGrubConfig
