How reproducible:


Steps to Reproduce:
1.  Sync some set of repos that do not have letters in the path to packages, such as:  https://mirror.linux.duke.edu/pub/centos/7/os/x86_64/Packages/
2.  Register an on_demand capsule, associate it to library
3.  Sync the capsule
4.  Regenerate the repository metadata manually for the repos via the ui or hammer
5.  Try to update/install some packages on the client


Actual results:
You will get 404s when the client tries to download packages


Expected results:
The packages can be installed or updated


resyncing the capsule still does not fix it

Is a katello change needed for this one or is it only the pulp backport that is needed?
