Description of problem:
SDL2's Wayland support is incomplete on GNOME without libdecor, because it needs a decoration implementation. Since GNOME doesn't support the xdg-docoration Wayland protocol, SDL2 needs libdecor to use as a fallback.

Bug 1992239 is about adding libdecor to RHEL 9, once that's resolved, then this commit from Fedora needs to be backported: https://src.fedoraproject.org/rpms/SDL2/c/6a336bdad4c3ddd76d7cdbdc86ef8091c24b6c00

I've proposed an MR to re-enable libdecor support as part of the SDL2-2.0.18 rebase MR: https://gitlab.com/redhat/centos-stream/rpms/SDL2/-/merge_requests/6
