always

Steps to Reproduce:
1. Select Chinese (China Mainland) / Japanes / Turkish etc. at log in
2. Launch OpenOffice.org Writer and select Help -> OpenOffice.org Help
3. On 'Contents' tab double click Spreadsheets -> General Information and User
Interface Usage -> Instructions for Using OpenOffice.org Calc
4. Drag scroll bar on right pane to check help information
  
Actual results:
The twelfth item under 'Entering Vaules and Formulas' is "D'oh! You found a bug
(text/scalc/guide/calc_series.xhp#calc_series not found)."


Expected results:
In English UI, the twelfth item is link 'Using a Defined Series'

reproducable, I know the root reason of this. An unfortunate side effect of an
enforced requirement
