Logs are not being forwarded to CloudWatch in 4.9.

Steps to Reproduce:
1. Install the OCM CLO (Cluster Logging Operator) addon

Actual results:

Logs are not forwarded to CloudWatch.

Expected results:

Logs are forwarded to CloudWatch.

Closing in favor of https://issues.redhat.com/browse/LOG-1488 where logging JIRA issues are tracked for logging newer then 4.6.  Likely to be resolved with https://issues.redhat.com/browse/LOG-1488 as the issue was already fixed and this PR moves the addon to the latest released version of logging
