Description of problem: When opening GNOME Software for the first time on a freshly-installed RHEL 9 system, it displays the error: Sorry, something went wrong: Creating repo: mkdirat: Permission denied


Version-Release number of selected component (if applicable): gnome-software-41~beta.el9


How reproducible: Always


Steps to Reproduce:
1. Install RHEL 
2. Install RHEL 9
3. After rebooting to installed system, open GNOME Software
4. Visit the Updates tab

Actual results: Sorry, something went wrong: Creating repo: mkdirat: Permission denied


Expected results: No error


Additional info: I don't expect updating anything to actually work, because dnf does not work either. I see in the gnome-software --verbose log:

19:13:00:0572 Gs  not handling error download-failed for action refresh: cannot update repo 'rhel-9-for-x86_64-baseos-beta-rpms': Cannot download repomd.xml: Cannot download repodata/repomd.xml: All mirrors were tried; Last error: Status code: 403 for https://cdn.redhat.com/content/beta/rhel9/9/x86_64/baseos/os/repodata/repomd.xml (IP: 173.222.100.251)

which matches the error from dnf. As far as I can tell, we are IP banned from accessing the prerelease repo. So making software updates actually work is outside the scope of this bug.

+1 for this, I was hoping this will be solved upstream but looks like it is catching dust. Rishi do you think we could solved this for RHEL ?
