A bunch of quirks and two new APIs which would be nice to have in 9 so we don't delay everything on a libinput rebase later.

KDE Plasma 5.24 coming out next spring will require libinput 1.19.

The KDE SIG intends to ship Plasma 5.24 for RHEL 9, per our policy on KDE Plasma for EPEL[1].
