This test is failing with semi-regularity. We need to debug this to figure out if it's a problem with the test or a problem in OVN. Then we need to get the test passing.

This appears to be fixed by https://github.com/ovn-org/ovn/commit/9f0e9c629a0552c86d19c011d2ef4807ff08d147 . We just forgot to close this BZ :)
