From https://bugzilla.redhat.com/show_bug.cgi?id=2001888#c0 the steps to reproduce seem to be:

1) On 9.0 host make sure you can build 8.6 or 8.5 images
2) Make sure CentOS and Fedora distros are filtered out and not present
3) Make sure osbuild-composer/composer-cli fails gracefully with user supplied Fedora/CentOS definitions
