Description of problem:

Booting the Fedora Rawhide kernel on qemu (ppc64le, using TCG)
it cannot find any virtio devices and therefore fails to boot.

qemu 2:6.1.0-7.fc36
kernel 5.15.0-0.rc2.18.fc36.ppc64le

How reproducible:

100%

Steps to Reproduce:
1. Run:
LIBGUESTFS_BACKEND_SETTINGS=force_tcg libguestfs-test-tool

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.
