Description of problem:
In bug 1925650, we linked ceph to tcmalloc on s390x for RHCS 4.

In RHCS 5, we did the work upstream in https://github.com/ceph/ceph/commit/868a1f1c0c945050120f74b9ae46f1d2b7cd5a35 (v16.2.2), but did not get it downstream.

Version-Release number of selected component (if applicable):
ceph-16.2.0-117.el8cp

Steps to Reproduce:
1. Set up Ceph on s390x
2. Check "ldd /usr/bin/ceph-osd | grep malloc"
3. Note reduced performance

Actual results:
ldd does not show tcmalloc linked.
Cluster performance is reduced.

Expected results:
ldd shows tcmalloc linked.
Cluster performance is the same or better as RHCS 4.
