Description of problem:

As part of upstream work tripleo simplify container image building process and remove kolla dependency from their process

This had the effect of simplifying the contents of the container images while keeping the deployed images mostly the same.  There were a few base images that kolla maintained that were collapsed down.  This bug is to document and track this effort that was completed and delivered in OSP 16.2.0 GA

as noted in several other places the following intermediate base images were simplified away from the building process and were not delivered with 16.2.0 GA container images.
