rpminspect reports a bunch of these of the form:

1) Man page /usr/share/man/man1/grub2-emu.1.gz is possibly empty on aarch64 in grub2-emu

Filing this is a placeholder for that work.

Fixed this in grub2-2.06-33.fc37.

Reproduced using grub2-2.06-57.el9: grub2-emu and grub2-mount pages were empty.

Verified fix using grub2-2.06-60.el9: both pages exist and contain relevant information.

grub2-2.06-60.el9 is in RHEL-9.2.0-20230220.9 nightly.
No further testing is planned.
