Description of problem:
Openshift 4.8 is running crio 1.21. We can backport some performance improvements to the tree walking logic to 4.8 (crio 1.21, golang 1.16).

since 4.9 builds with go 1.16, it already has this change. marking target to 4.9 and cloning this back to 4.8.z
