Description of problem:
console-operator dockerfile is using go 1.16 version, while go.mod file and also .ci-operator.yaml  are on 1.15. The versions should be same.

How reproducible:
Always

Steps to Reproduce:
1. Go to https://github.com/openshift/console-operator
2. Check go.mod and also .ci-operator.yaml files
3.

Actual results:
Both are using to go version 1.15

Expected results:
Both should use to go version 1.16

Correction, only go.mod file should be updated for the 1.16 go version.

 4.10.0-0.nightly-2021-10-10-083341

Steps to Reproduce:
1. Go to https://github.com/openshift/console-operator
2. Check go.mod and also .ci-operator.yaml files

  Now the version is 1.16
