Portal is accessible now but manual install / verification is still blocked due to one of steps early on still fails. This does not need doc text, because this BZ was fixed before Azure Stack UPI was released to customers in 4.9. So there has been no change in the product regarding this BZ since the release. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
