Description of problem:
When system sounds are disabled through settings they are immediately enabled back.


Version-Release number of selected component (if applicable):
gnome-shell-41.0-1.fc35.x86_64

How reproducible:
Disabling the system sounds in settings and closing the settings window.

Steps to Reproduce:
1. Open the GNOME settings window
2. Go to Sounds
3. Mute System sounds (Click on the volume icon on right of the system sounds bar)
4. Close the GNOME settings window
5. Open GNOME settings window
6. Go to Sounds

Actual results:
System sounds are enabled

Expected results:
System sounds remain muted
